1. Land-Based Assessment Rate Reduced from $10/Acre to $6/Acre The Board approved lowering the annual Tulare and Kings county land-based assessment from the maximum $10/acre to $6/acre. General Manager Mark Larsen noted that the GSA's administrative costs run about $1 million per year while $10/acre was generating roughly $2 million, and that reserves have built up over five years of collection. The Board approved moving forward with lower rates via the annual county resolutions (one for each county). This is a direct reduction in cost to landowners within the GSA's jurisdiction.
