1. 73% of Registered Wells Are Now in Compliance with Metering Requirements — But Enforcement Is Coming for the Rest Of the 286 wells registered with the GSA, 210 (73%) have met the April 1, 2026 flow meter installation deadline. The remaining 76 wells (27%) are not yet in compliance. Executive Director Stephanie Bertoux broke non-compliant wells into three tiers: Tier 1 (46 wells) where landowners have communicated with staff but paperwork or installations are incomplete; Tier 2 (30 wells) where no compliance forms or communication have been received; and Tier 3 (38 APNs, ~20 landowners) who have never registered wells at all. The board unanimously authorized legal counsel (Brownstein Hyatt Farber Schreck) and staff to begin preparing template warning letters for Tier 2 and Tier 3 landowners — the next formal step in the enforcement process.
