1. Flowmeter Accuracy Testing Requirements Reduced for Small Pumpers The Board conducted a first reading of Ordinance No. 5, which significantly reduces the burden on smaller groundwater users. Wells pumping 25-100 acre-feet per year (AFY) will now need flowmeter accuracy testing every 5 years instead of the prior 3-5 year schedule, while wells pumping less than 25 AFY will only need testing every 10 years. This change primarily affects small-pumping wells (under about 25 AFY) that collectively account for only a very small share of basin extractions, and the Board added flexibility for the Executive Director to grant exemptions or extensions on a case-by-case basis without requiring future ordinance amendments.
