1. The Yolo GSA Board adopted a regulatory fee on landowners and water users in the Yolo Subbasin. Resolution 26.01 was approved, establishing a two-tier fee structure effective Fiscal Year 2027 (starting July 2026). Tier 1 applies to virtually all parcels in the subbasin (except federally owned land): $1.50 per parcel + $0.76 per acre. Tier 2 applies to agricultural water users: $2.78 per agricultural acre (cropped + managed wetland) for districted parcels and $7.94 per agricultural acre (cropped + managed wetland) for undistricted parcels. Domestic water users also face Tier 2 charges. The total annual fee revenue target is $1.6 million. The board also adopted Resolution 26.02 to place fees on the Yolo County tax roll; non-taxable parcels and Community Water Systems will be billed directly, and the Yocha Dehe Wintun Nation requested annual direct invoicing for its non-trust parcels.
