Transitional pumping allowances are structured to step down in 5-year increments through 2040. The draft policy also outlines provisions for cross-boundary farm operations and proposes banking of unused allocations for up to 5 years. A combined pumping cap of 3.0 acre-feet per acre (up to 4.0 with recharge credits) is under consideration.
