Kings Basin Groundwater Budgeting Framework Accepted: The Board backed the groundwater budgeting framework for the Kings Sub-basin, describing Central Kings GSA's calculated sustainable yield at about 1.63 acre-feet per acre within its roughly 160,000 irrigated acres, made up of roughly 104,000 acre-feet of native yield and about 156,000 acre-feet from surface water recharged into the ground. The allocation is based on data from 2009-2023, which was a particularly dry period that may have understated the district's actual recharge capacity. All GSAs in the basin except McMullin Area GSA (MAGSA) are on board with these numbers, and staff indicated this framework will carry the basin through the next six-year update cycle under SGMA, with annual evaluations along the way.
12 Properties Submitted for Reverse Auction Land Acquisition: The district received 12 applications for selling land through reverse auction for potential recharge basin development, with bids ranging from $24,276 to $70,000 per acre. After removing the two highest outliers, the average bid was approximately $32,000 per acre. Most properties are located in the western portion of the district near Caruthers. Staff will now begin due diligence on canal access and other factors before bringing specific purchase recommendations back to the Board.
