1. Warning Letters Going Out to Non-Compliant Landowners — Deadlines and Fines Are Real The Board approved sending certified warning letters to landowners in Tier 2 (registered wells, no meter compliance forms submitted, no communication) and Tier 3 (no well registration, no compliance forms, no communication at all). Tier 3 represents 39 APNs and 23 unique landowners. Recipients will have 30 days from the date of the warning letter to submit a Well Registration Form and 60 days from the date of the warning letter to submit meter installation compliance documentation. Failure to comply can escalate to a formal Notice of Violation with penalties of $1,000 plus $100/day for ongoing violations, or $500 per acre-foot extracted in excess of authorized amounts.
