Valley Water's internal demand forecasting method was validated as consistent with peer agencies and largely accurate, with budget-to-actual variance narrowing over time. Importantly, Committee Chair Hsueh stressed that this study is specifically about short-term rate-setting relationships—not about long-term water supply master planning or drought management, and cautioned against mixing the two when presenting findings to the full board.
