1. Groundwater Conditions Remain Stable — No Plan Amendment Recommended Plan Manager Marcus Trotta presented findings from the 5-year Periodic Evaluation of the Groundwater Sustainability Plan (GSP). Over the past five years, groundwater levels have been stable to increasing across the basin. Short-term declines during the 2021–2022 drought recovered in subsequent wetter years. Staff recommend no amendment to the GSP at this time, concluding that the existing framework of projects and management actions remains appropriate to address projected future climate and land use changes over the next 50 years.
