1. Alternative Compliance Baseline — Final-Year Reporting Underway Desert Water Agency is establishing its alternative compliance baseline under California’s Making Conservation a California Way of Life framework. It covers fiscal years 2023–24, 2024–25, and 2025–26; the report covering the final baseline year is due January 1, 2027. Those fiscal years have ended, so water used in the current fiscal year will not change the baseline. Staff described a minimum 1% annual reduction under the disadvantaged-community glide path, while emphasizing that the agency must still plan to meet its overall 2040 target. Monthly water use reports in the board packet are expected to change to better show the agency’s position under this pathway. Staff are also beginning the water loss report, another component of Making Conservation a California Way of Life.
