1. Groundwater Monitoring Fees Approved; De Minimis Costs Remain a Concern The board approved these FY 2025-26 Groundwater Monitoring Program (GMP) regulatory fees per well: $160.16 for initial registration, $21.86 for annual renewal, $64.82 for extraction reporting, $117.68 for groundwater-level monitoring and $73.92 for groundwater-quality monitoring. Supervisor Church said de minimis users account for only 3–5% of water use, if that much, yet would bear more than half the program’s costs without assistance. The board approved first-year groundwater sustainability agency (GSA) funding to help cover their costs and directed staff to pursue options for future years. It did not select a long-term funding solution.
