1. Water Bank Project Faces Delays Over Missing Modeling Files
Representatives from Alta Irrigation District, Consolidated Irrigation District, and Prosser Irrigation District, along with associated GSAs, reported they still have not received critical electronic modeling files requested since November 4, 2025, which are necessary to evaluate the Aqua Terra water bank project's draft Environmental Impact Report. The board had granted, at its December 10 meeting, a 30-day extension from when the files are received, and these neighboring districts emphasized they are not opposed to the project but need the data to verify there will be no negative impacts to their operations. Missing files include groundwater modeling scenarios, GIS files, calibration data, and water quality transport models.
