1. The board adopted the Groundwater Sustainability Plan (GSP). After a public hearing, the board approved Resolution 07-26, adopting the GSP for the Pleasant Valley Subbasin. Staff said it would correct Appendix D to include the November 2025 Groundwater Allocation and Use Policy it identified as final, rather than a draft, along with Resolution 01-26, which implemented the policy. A board member questioned whether the policy version on hand was the one approved; counsel said former counsel had supplied it as final. All members voted yes, though some objected to Resolution 01-26 or its inclusion. A public commenter said Appendix D had changed shortly before the meeting and argued that, if intentional, the change would violate the Brown Act. He also said Resolution 01-26 was the subject of pending litigation.
