Board members flagged several gaps: no priority or cost-effectiveness language in the Water Supply Services policy, a need to clarify beneficiaries in the Water Resources Stewardship policy, interest in folding the Encampments policy into Water Resources Stewardship, and calls to prioritize affordability for flood protection and nature-based solutions across multiple policies. These refinements will be developed through individual interviews with each director and brought back for further discussion at the anticipated October work plan session (referenced as October 23), where the board also expects to align Ends Policies with the 2026–27 annual work plan and establish measurable metrics.
