1. Technical support contract approved for up to $167,798 The board unanimously approved a Confluence Engineering contract for the required annual report to the Department of Water Resources (DWR), evaluation of minimum-threshold exceedances, evaluation of possible expansion of the groundwater monitoring network, and as-needed technical support. Grant writing was removed from the scope; staff plans to recommend a separate grant-writing contract in November. Legal counsel will review the technical contract before the chair signs it. At a director’s request, staff said the executed contract could return as an informational, receive-and-file item at the next meeting; that was not a condition of approval. Staff said any proposed increase above the cap would return to the board and that the final amount might be lower because grant work was removed. Confluence was recommended through a best-value review of four proposals involving the groundwater sustainability agencies’ staff working group.
