First Extraction Reports Due November 1 — Enforcement Options to Be Discussed Owners required to report groundwater extraction must submit reports for the first reporting period by November 1, 2026. Staff expects to consult legal counsel in November about whether to issue notices of violation to Tier 3 well owners who remain out of compliance following warning letters. No notices were approved at this meeting. Tier 1 well-program compliance is 86% (230 of 267 wells), while 3 of 22 Tier 2 wells are in compliance. Well owners should check their separate registration, metering, and extraction-reporting obligations.
