Major Demand Management Program Update: The Authority is working to address a required reduction of 95,000 acre-feet per year in groundwater pumping to achieve sustainability. Through Category A projects, this number can be reduced to 56,000 acre-feet annually that GSAs will need to voluntarily allocate among themselves. A non-binding Memorandum of Understanding is being developed for GSAs to voluntarily assume responsibility for portions of the overdraft, with implementation timelines extending through 2028.
New Groundwater Monitoring Wells Moving Forward: The Authority approved using ARPA grant funds to drill at least six new monitoring wells across the basin to address data gaps. Individual GSAs will own and maintain these wells rather than the Authority, ensuring continuity and operational efficiency. Contract amendments with Kleinfelder were approved to move forward with contractor selection and well installation by December 2026.
