1. GSA Fees for 2026 Set Below Maximum — But a Major Restructure Is Coming The Board approved 2026 groundwater consumption fees at $167.20/acre-foot for the transitional fee (up from $124.43 last year) rather than the staff-recommended maximum of $187.00. The well mitigation fee component ($20.65/AF) was not included in the adopted 2026 rate set discussed, with board members noting the well mitigation fund is fully funded. Critically, transitional water allocations were discussed as likely to go away next year, which staff illustrated could remove ~$7.6M of revenue if transitional use (~40,793 AF) were fully used/paid. Staff indicated a full fee restructure via a new Proposition 218 process is likely in the near future to account for this.
