The Salinas Valley Basin GSA is discussing a Tier 1 valley-wide fee to fund voluntary demand management programs (agricultural BMPs, domestic water programs, etc.). Public commenters raised strong concerns that such a fee would be pointless for the Arroyo Seco management area, which is not in overdraft, and warned that imposing fees without evidence of benefit could face legal challenge under Proposition 26. General Manager Curtis Weeks confirmed the agency will review any proposed fees through the existing coordination committee process and provide comments and input as needed.
