1. 2027 Irrigation Rates Approved — 8% Increase Takes Effect The Board adopted the 2027 irrigation rate schedule as part of the five-year plan approved through the Prop 218 process in 2023. The new rates are: $65/acre fixed charge, $10.75/acre-foot Tier 1 volumetric, $18.25/acre-foot Tier 2 volumetric, and a $65 minimum charge. A motion to freeze the volumetric rates at 2026 levels failed. Staff noted the district is still charging below the full cost-of-service rate and that the increase is expected to generate approximately $438,000 in additional revenue. The Board acknowledged this rate still results in deficit spending and a projected $21 million draw from reserves in 2027, consistent with the planned reserve drawdown strategy.
