1. Bay-Delta Plan Adopted; Impacts Under Review On October 29, the State Water Resources Control Board adopted the Bay-Delta Water Quality Control Plan. It includes elements of the Healthy Rivers and Landscapes (HRL) voluntary-agreement pathway but does not fully incorporate that pathway. The State Water Contractors will review the adopted plan’s benefits and risks for the State Water Project and its contractors. The HRL pathway included in the adopted Bay-Delta plan runs for eight years and largely overlaps with construction of Sites Reservoir, so future extensions or revisions will matter when the reservoir begins operating.
