1. Well Mitigation Policy Approved (4/5 Vote) — Directly Impacts Domestic Well Owners The Board approved the Well Mitigation Policy, which provides emergency and long-term water supply solutions for households that have lost drinking water access due to declining groundwater levels or related water quality degradation. The GSA will fund up to $40,000 per new domestic well and up to $10,000 for water quality treatment (one-time). Each individual mitigation claim must come back to the Board for approval before implementation, and the GSA plans to build a $1.5 million reserve fund dedicated solely to this program. Notably, if a property is sold within one year of receiving mitigation, 100% must be repaid; within two years, 50%. Only impacts occurring after January 1 (per the policy; year not stated at the meeting) and attributable to groundwater level decline (and related water-quality impacts) are eligible.
