1. Board conditionally accepts Mainstem Management Entity role The board unanimously adopted Resolution No. 2026-02, agreeing that the Upper Ventura River Groundwater Agency will serve as Mainstem Management Entity if the court enters a physical solution substantially like the version presented to the board. The resolution authorizes the Executive Director and General Counsel to communicate that conditional acceptance for trial. The proposed duties cover the Mainstem Management Area, not the entire watershed. Material changes to the agency’s management area, powers, duties, financial obligations, or independent SGMA authority would return to the board for approval.
