1. Meter-Based Fee Timeline Extended The board approved Resolution 046, revising the Well Registration and Metering Policy. FY28 fees will continue to use estimated pumping based on aerial imagery. The GSA plans to begin collecting metered data January 1, 2027, and use readings from the 2027 calendar year for FY29 fees. Wells pumping without a meter after January 1, 2027 will have FY29 fees calculated using estimated pumping and the highest crop factor. A working meter can provide manual readings for fee calculations even if its automated connection is not yet working.
