1. Basin Optimization Yield Study (BOYS) Introduced — No General Ramp-Down Needed If Projects Move Forward The draft Las Posas Valley Basin Optimization Yield Study was introduced to the board, with the central finding that a basin-wide ramp-down of pumping allocations does not appear necessary at this time — but only if two key projects are fully implemented on schedule: (1) the purchase of roughly 3,140 acre-feet per year of imported water from Calleguas Municipal Water District for basin replenishment, and (2) an Arroyo Simi acquisition assumption to help ensure arroyo flows continue at current rates (as modeled in the draft study). The projected basin optimization yield is approximately 36,860 acre-feet per year, close to the current 40,000 AF target. However, staff (Executive Officer John Demers) cautioned that these projects will come at significant cost to stakeholders — assessments could increase "by a multiple, not by a percentage" — and targeted pumping reductions in specific areas are still possible even if a basin-wide ramp-down is avoided. The board will discuss this study in depth at the April 22 meeting and consider adoption at the May 27 meeting. No pumping allocation decision was made at this meeting; staff indicated operating yield and annual allocations would be set later (June–August).
