1. District Finances Are Strong — Cash Position Over $26 Million The district's net cash position for August activity stood at approximately $26,011,780. Contributing to this surplus, staff discussed Bureau water payment credits/overpayments, including references to about $2 million in credit, about $1.3 million in overpayment over past years, and a ~$200,000 Buchanan credit being finalized. The Bureau now bills on a pay-as-you-use basis rather than requiring advance payment, meaning the district's actual water expenses are expected to be lower than the budgeted amount. Outstanding water receivables of approximately $1.4 million are still expected to come in.
