San Luis Reservoir State Side Has a >50% Chance of Filling in November — Article 21 Water May Become Available DWR's updated position analysis shows a greater than 50% chance that the state side of San Luis Reservoir may fill in November 2026. If that occurs and no surcharge arrangement is reached with federal contractors, Article 21 surplus water could become available as early as November. Negotiations between state and federal contractors on surcharge terms are ongoing but no agreement has been reached, as federal contractors may again demand a share of stored water in exchange for use of their storage space.
