1. Major Water Infrastructure Projects Advancing — New Reservoirs and Critical Repairs on the Horizon IID Water Manager Mike Pacheco presented updates on multiple new water infrastructure projects. The East Highline upstream reservoir has completed 100% design and will go out for bid within weeks. The Trifolium 11 reservoir is moving to design phase, and the East Highline Lateral 1 mid-lateral reservoir has resolved land acquisition issues. The AAC siphon bypass was highlighted as critical — a failure could impact approximately 108,000 acres of farmland, the City of Westmoreland, and the Calipatria State Prison. The Bureau of Reclamation's engineering team out of Denver is evaluating options, and recommendations will be brought back to the board. The board discussed pursuing a programmatic approach to construction to potentially save costs on mobilization/demobilization.
