1. No Evidence of Land Subsidence in the Fillmore and Piru Basins — and That's Good News for Growers DBS&A presented an updated Subsidence Technical Memorandum confirming there is no detectable inelastic (permanent) land subsidence in either basin. The satellite-based InSAR monitoring data shows nearly all land-surface movement falls within the technology's minimum resolution (±0.07 feet / ~0.84 inches), meaning the instruments cannot reliably distinguish it from zero movement. Some elastic (temporary, recoverable) movement was observed in the Piru Basin, closely correlated with conservation water releases from Santa Felicia and Castaic reservoirs — the land "breathes" up and down as recharge water enters and recedes, and it generally rebounds, with most movement within InSAR's minimum resolution. DWR itself has acknowledged that stable groundwater levels make near-term subsidence unlikely in these basins.
