1. Copper Cove Wastewater Treatment Plant Upgrade Moving Forward — New Filters Will Improve Water Quality and System Reliability The board approved Amendment No. 2 to the professional services agreement with HydroScience Engineers for the Copper Cove Wastewater Treatment Plant Tertiary Treatment Project, adding $129,670 to cover roughly 500 hours of additional engineering labor. This federally funded project through the U.S. Army Corps of Engineers Section 219 program will replace aging, underperforming filters with continuous-backwash sand filters designed for wastewater, addressing current filter throughput of roughly 400,000–500,000 gallons vs. a 1 million gallon rated capacity (as discussed by staff). The upgrade also eliminates the return of backwash water to Pond 6 and supports cleaner treated water — a potential benefit for future alternative uses of treated water.
