1. Tier 1 and Tier 2 rates rose to $250 per acre-foot; Tier 3 remains $500. At its October 12 meeting, the Board approved Resolution 2026-07, raising the Tier 1 and Tier 2 overdraft penalty rates to $250 per acre-foot. Tier 3 remains $500 per acre-foot. The October 26 joint committees meeting reviewed that action. The higher rates are intended to discourage overdrafting and reflect the roughly $250-per-acre-foot cost being considered for supplemental water purchases. Water Year 2027 allocations did not change: Tier 1 remains 0.31 acre-feet per acre and Tier 2 remains 0.23 acre-feet per acre.
