The Board voted 5-0 to direct staff to move forward with Option 2: monthly billing for water base charges and sewer charges (with water usage billed bi-monthly for now) as soon as possible. Under this approach, customers will receive a single monthly bill combining water base charges and sewer charges, while water consumption charges remain bi-monthly for now. However, water consumption (usage-based) charges will remain bi-monthly until a new cost-of-service/rate study is completed (expected to begin within ~13 months), due to Prop 218 legal constraints on altering tier structures without a formal rate process. Staff will report back with a timeline and flag any technical obstacles encountered with the billing software provider (Tyler).
