A feasibility study presented by Brown and Caldwell found that during summertime peak demand, there is little to no additional wastewater effluent available at the South County Regional Wastewater Authority (SCRAW) facility for new recycled water projects. This is critical for South County recycled water users and future expansion planning: any expansion of recycled water service will depend on future growth in wastewater flows, which staff estimates could take 10–15 years to materialize. Groundwater remains 90–95% of the potable water supply for Morgan Hill and Gilroy, drawing from the same basin.
