1. Regional Urban Water Management Plan and Water Shortage Contingency Plan Adopted The Board unanimously adopted Resolution 1365, approving the 2025 Coachella Valley Regional Urban Water Management Plan and DWA's Water Shortage Contingency Plan. This plan, developed collaboratively by six Coachella Valley water agencies, projects water supply and demand over the next 25 years. It confirms that the Indio and Mission Creek sub-basins can meet future demands, but notably, the plan's demand forecast covers urban uses only—non-potable irrigation demands for agriculture and golf courses in the eastern valley (CVWD service area) were excluded from the urban demand forecast. The Water Shortage Contingency Plan defines six levels of shortage response, from common-sense measures like fixing broken sprinklers up to irrigation limits and drought penalties.
