1. Water Supply Outlook Is Strong — District Has Surplus Water and Plans to Sell Up to 2,100 Acre-Feet The Carpinteria basin and broader water supply picture are in excellent shape. Lake Cachuma is at ~94% capacity, and the district's state water carryover balance is projected at ~3,188 acre-feet by year-end. The board authorized the General Manager to execute a sale of up to 2,100 acre-feet of surplus 2026 state water to a group of west side districts (Dudley Ridge, Berenda Mesa, Lost Hills, Belridge, and Wheeler Ridge Maricopa) at $400 per acre-foot, generating up to $840,000 in revenue. Staff stated that even after the sale, remaining carryover supplies are sufficient to cover about three years of carryover supply before counting new allocations.
