1. Committee Seeks Clearer Strategic Plan Outcomes The Planning Committee reviewed the agency’s draft 2026 Strategic Plan. Members praised its narrative and mission, vision and values, but said the goals and objectives need clearer, measurable descriptions of what success would look like. They also requested more consistent fonts, easier-to-read layouts and a more readable implementation timeline that identifies deliverables. Staff said it would work with consultant Jacob Green and Associates on the feedback, including requests concerning fiscal sustainability and infrastructure reliability. Staff aims to bring a revised plan back to the committee on December 2, ahead of planned Board of Directors consideration on December 21. Specific revisions have not been settled.
