The board waived penalties through August 31, giving growers more time to comply with the well registration and metering policy adopted in August 2025. The March 31 registration deadline itself was not extended. However, all flow meters must be physically installed no later than July 31 so staff can install AMI (Advanced Metering Infrastructure) endpoints before the September 1 billing start date. Of ~250–300 wells expected to register, 119 have submitted paperwork so far, with 43 fully complete. Staff will resume outreach in May, including press releases and advertisements; later, once the list is shorter, staff expects to use targeted mailers and phone calls to remaining property owners. Metered data will be used for pumping charges starting September 1; estimated pumping methods will be used before that date, and all wells will be billed starting on the same day regardless of when meters were installed.
