1. Board amends groundwater allocation rules The board voted 6-0 to amend Rules and Regulations Sections 2.5.3.2, 2.6.1.1.2, 2.6.1.2.2 and 5.2.1.2. The changes add the Phase 2 Funding Mechanism fee, adopted in June 2026, to applicable opt-in and misclassified land-use fee calculations beginning in fiscal year 2026/2027, alongside previously required SGMA Compliance and Phase 1 back fees. A related amendment calculates effective precipitation for parcels whose irrigated acreage was reduced through a prior Phase 1 appeal using their irrigated acreage rather than the entire parcel. Staff identified seven such appeals. Eligibility, exceptions and appeal requirements still apply.
