1. Land Subsidence in the Modesto Subbasin Is Minor — No Changes to Management Criteria After a detailed analysis of InSAR satellite data (June 2015–September 2025) and a consultation with DWR, the GSA confirmed that land subsidence across the subbasin is minimal. The only area showing subsidence outside the margin of error is a small zone northeast of Modesto Reservoir, with cumulative displacement of roughly 0.8–1.8 inches over ten years. Todd reported DWR said the current sustainable management criteria are sufficiently protective and recommended no revisions until the next periodic evaluation in 2032. Projects are already underway in this area to halt groundwater level declines.
