The cost of raw water from Contra Costa Water District (CCWD) is climbing ~7% annually, PG&E bills have nearly doubled, the 30-year-old Randall-Bold Water Treatment Plant requires costlier maintenance, and insurance and labor costs continue to rise. The District has worked to keep the lowest conservation tiers affordable, so customers who conserve water still benefit from lower rates.
