1. Groundwater Monitoring Program fee decision continued to August The board considered per-well regulatory fees for an expanded Groundwater Monitoring Program (GMP) in the Salinas Valley Basin. Proposed recurring charges range from about $140 per well for de minimis users in the Upper Valley and Forebay to about $280 for large agricultural or municipal wells in northern sub-basins receiving all applicable ongoing services. Initial well registration is a separate, one-time charge. Chair Chris Lopez said he did not believe the board had the four votes needed for the accompanying budget amendment. The board continued the item to its first August meeting, and the chair requested consent-calendar placement. He said he was working on another possible path forward. Neither the fees nor the budget amendment was adopted.
