California Uniform Public Construction Cost Accounting Program Withdrawal: The board voted 5–0 to withdraw from CUPCCAA after about 23 months in the program. Staff said CUPCCAA was “not the best fit for the district,” a conclusion reached after a compliance letter and public-records request (from the Construction Industry Force Account Council) prompted a legal/staff review. The companion action undoes the CUPCCAA-related policy changes from October 2023 and returns MID to its pre-CUPCCAA procurement procedures (i.e., the standard Public Contract Code approach).
