Unified Water Plan Chapters 4 & 5 Released for Review The consultants presented detailed progress on environmental enhancement projects (Chapter 4) and potential water supply projects (Chapter 5). Chapter 4 identifies approximately 400,000 acres of potential habitat restoration requiring roughly 500,000 acre-feet of water annually. Chapter 5 catalogs over 800 projects from GSPs across 16 sub-basins, with groundwater recharge projects comprising nearly half of all proposed projects. Unit costs range from $50-$300 per acre-foot for various recharge methods. Comments on these chapters are due December 5, 2025, with the full draft unified water plan expected by end of February 2026.
