The plan will compare cumulative project capacities against the 9 million acre-foot interim target set by SB 72. Importantly, DWR stressed it is not endorsing individual local projects through this process — the focus is on broad state investment priorities, policy actions, and identifying project-type categories where funding and regulatory support are most needed.
