1. DWR issues incomplete determination on the groundwater plan The Department of Water Resources issued an incomplete determination in its 2026 periodic review of the Merced Subbasin’s amended Groundwater Sustainability Plan, identifying one deficiency related to subsidence. The basin GSAs have 180 days, until approximately April 2027, to address it and resubmit the plan. Staff said basin-wide subsidence work was already underway and planned an October meeting with the Strategic Planning ad hoc committee and consultants Woodard & Curran.
