1. Groundwater Use Fee Program Shows Strong Early Adoption
The GSA has collected approximately $2.3 million from the deposit invoices sent out for the first year of the groundwater use fee program, representing about two-thirds of the total invoiced amount. Staff is processing 117 completed help desk requests, with 15 applications received for parcel reclassification from irrigated to non-irrigated status. The true-up invoicing process will begin after the reporting period closes at the end of October, with final invoices expected in early 2026.
