Delta-Mendota Subbasin GSAs Moving Toward Independent Governance Structure:
On September 25, the Central Delta-Mendota GSA adopted the Delta-Mendota Subbasin Joint Powers Authority (JPA) Agreement, one of several GSAs taking action this fall to formalize participation in the new 10-member governance body. The JPA is scheduled to become operational on March 1, 2026, assuming responsibility for coordinating groundwater sustainability programs, fiscal management, and cost-sharing. This transition represents a significant shift away from reliance on the San Luis & Delta-Mendota Water Authority, establishing a more direct and legally defined framework for implementing SGMA requirements across the region.
