1. Model Calibration Cost Share Dispute Could Kill the Subbasin Modeling Effort The biggest issue facing the Delta-Mendota Subbasin is a disagreement over how to split the estimated cost of calibrating the subbasin groundwater model (shown in cost-share options as $500,000). Three smaller GSA groups (Aliso, Fresno County, and Farmers) are pushing for a reduced cost share, but the Northern DM Committee discussed supporting the existing equal 1/7th cost split—or alternatively, discussed the concept of those three groups consolidating into a single voting seat and splitting that seat's costs among themselves. Because the vote at the JPA Board level requires unanimity, the disagreement means the model calibration may not move forward at all, despite members noting the dissenting groups range from very small under some formulas (e.g., 0.3% under acreage-based) to about 6.8% combined, yet still able to block action due to unanimity.
