Arvin-Edison's first-of-its-kind golden mussel treatment using copper-based Natrix CA achieved 100% mortality of all caged mussels and effective control across the entire canal system during the 28-day treatment period, with extended exposure on some laterals. The initial cleanout cost approximately $2.75 million in product and services. However, the recommended Phase 2 maintenance program — involving scheduled treatments 3–4 times per year at multiple injection sites — could cost about $1.79 million annually (product estimate). Staff and consultants from SEPRO emphasized that allowing adult populations to re-establish would be far more costly and damaging. Staff said they plan to bring back more concrete Phase 2 recommendations in May; no Phase 2 plan was formally approved yet.
