Stage 2 Water Shortage Officially Lifted — Conservation Restrictions Relaxed The Board adopted Resolution 2026-13, rescinding Resolution 2022-09 (the Stage 2 water shortage declaration) that had been in place since October 2022. This means mandatory restrictions such as limiting turfgrass watering to twice per week and prohibiting pool refilling are no longer in effect. The agency reverts to its baseline Water Code (Section 3.01), which still prohibits wasteful practices like irrigating during/after rainfall, runoff onto adjacent properties, and hosing driveways. Staff also noted broader state-related drought measures could apply if imposed. The resolution passed 4-0 with one abstention.
